A neighboring nation is currently embroiled in a protracted ethnic civil war, leading to a significant exodus of its citizens. Ironically, as the conflict escalates, the more developed nations have tightened their borders, refusing entry to refugees due to the COVID-19 pandemic, competition for resources, and internal political issues. With borders closed, refugees find themselves in a precarious position, resorting to illegal means to seek refuge in other countries. As a high-ranking official in your country’s Ministry of External Affairs, you have participated in talks with foreign officials and have been tasked with creating a national strategy to safely house refugees bound for India.
In light of this situation, address the following questions:
(a) Explore the ethical considerations surrounding the rights of international refugees, particularly those from regions affected by conflict.
(b) What advice would you offer in response to the significant increase in refugee arrivals in India?
Answer: The given case study presents similarities to the ongoing crises in the wake of recent issues like political violence, terrorism, ethnic conflicts across countries that causes large scale displacement of people. It was witnessed during Syrian refugees’ exodus to Europe, Rohingya refugee crisis and the recent Afghan refugee crisis. The Global South had to bear the major part of the refugee burden, while the West shrugged off its moral and ethical responsibilities.

In addition to the aforementioned moral issues, the present case also presents an unfortunate denial of commitments offered under the international law, in particular relating to humanitarian laws, human rights, genocides, crimes against humanity and war crimes. Global collective action to prevent violence induced forced migration and holding accountable those who commit them will be a crucial step in making the global system of refugee protection more adequate. Similarly, taking positive steps to come to the aid of those who have been driven from home will be essential to a more effective refugee regime.
