Guided by “Towards 1000 Strategy” of the International Solar Alliance, an Indo-French initiative, total solar capacity globally has reached 1511 GW approximately.
The significance of ISA:
1) Democratisation : “from lab to streets” has made solar energy accessible to Low developed countries (LDC’s).
Ex.- Africa’s solar projects involving Kenya and Ugnada.
2) Large scale deployment and cost benefits – caters to various electricity purposes.
e.g -India’s PM KUSUM programme in agriculture andPM Surya Ghar: Muft Bijli Yojana
3)Trust building – ISA’s Power Purchase Assessment (PPA) and auction programmes has built trust and confidence among member nations. E.g- STAR C
4) Global stage for collaboration – One Sun One World One Grid fostered capacity building and analytics.
5) Financial and professional facilities – Fellowship programmes , investment in Low developed countries increased the spread of solar technology.
Ex- Bangladesh’s SOLshare a electricity trading startup.
However, there are few challenges :
1) Geopolitics – For example, China’s dominance over major supply chain plays key role. Hence, lack of coordination.
2) Implementation – Grid integration and deployment of plants across terrains become challenging.
Despite the limitations, developing countries like India has grown its capacity up to 90.76 GW approx with a target of 500 gw by 2030. Ensuring energy equity and justice would help achieve the SDG 7.
Solar energy, being a renewable energy source helps in significantly reducing the carbon emissions, enhancing energy security and driving sustainable economic growth. International Solar Alliance ( ISA), convened by India and France in 2015, can play a crucial role in helping the global community harness this potential effectively through the following ways-
1. Policy development: ISA will help countries in providing the model framework for solar energy adoption.
2. Facilitating collaboration : ISA fosters knowledge sharing, highlighting the best practices, exchange of the experiences and thus, creates a synergy that will help in accelerating the solar energy adoption.
Initiatives like One Solar One World One Grid ( OSOWOG) enhances energy cooperation and ensures energy access for all.
3. Technical assistance: ISA through its initiative of institutional strengthening will provide technical assistance in developing solar infrastructure, installation and maintenance of the technology.
4. Capacity building : Solar technology Application Resource centre ( STARc) , an initiative by ISA will help in providing skills and enhancing human capacity.
Both technical assistance and capacity building will empower the countries, ultimately helping them in achieving sustainable economic growth.
5.Financial support: ISA, by collaborating with the international financial institutions like Multilateral development banks, World Bank, Green Climate Fund, etc can provide financial support for the energy transition and will help in making the solar power affordable.
Investment mobilization: ISA , through it ‘ Towards 1000’ strategy is aiming to mobilize USD 1000 billion of investment in solar energy solutions by 2030. This will create new opportunities for business and startups across the globe.
6. Research and innovation: ISA’s focus on continuous research and innovation will lead to improved efficiency of the technology, making it more cost effective.
7. Focus on vulnerable regions – ISA emphasises support for Least developed countries ( LDCs) and Small Islands Developing States (SIDS), ensuring no one is left behind.
9.Global awareness – ISA is guided by its principle of advocacy and through initiatives like ‘ Solar for All’, it’ll help in creating awareness leading to increased adoption of solar energy technology.
ISA , as a global platform, therefore, by effectively playing its role, will help in fulfilling its mission of providing light to every home no matter how far away it is and also pave way for a cleaner and brighter future of the world.
ISA IS AN ACTION ORIENTED COLLABORATIVE PLATFORM FOR INCREASED DEPLOYMENT OF SOLAR ENERGY TECHNOLLOGIES TO MOVE AHEAD TOWARDS ENERGY TRANSITION.
SIGNIFICANCE OF ISA IN HARNESSING GLOBAL SOLAR ENERGY POTENTIAL:
1. COST EFFECTIVE AND TRANSFROMATIONAL ENERGY SOLUTIONS TO ACHIEVE LOW CARBON GROWTH.
2. POLICY ADVOCACY:BY PRIMARILY FOCUSSING ON ISLAND COUNTRIES AND LEAST DEVELOPED COUNTRIES.
3. TECH TRANSFER: WHICH WOULD HELP IN REALISING THE GOAL OF ‘ONE SUN ONE WORLD ONE GRID’.
4. COOPERATION AND COORDINATION:AMONG THE MEMBER COUNTRIES TO REALISE THE SOLAR ENERGY POTENTIAL IN ENERGY TRANSITION
5. ACCCESSIBILITY:TO THE ENERGY WOULD INCREASE THROUGH THE INITIATIVE THROUGH DEVELOPMENT OF GRID NETWORK.
HOWERVER THERE ARE CERTAIN CHALLENGES IN REALISATION OF THE ISA POTENTIAL:
1. CONFLICTING INTERESTS:OF THE MEMBER COUNTRIES
2. TECH TRANSFER:BY THE DEVELOPED COUNTRIES TO THE DEVELOPING IS DELAYED
3. FUNDING IS MAJOR IMPEDIMENT TO THE GOAL
4. LACK OF COORDINATED PLANNING TO IMPLEMENT THE STRATEGY
STEPS TO ADDRESS THE CHALLENGES:
1. PROPER POLICY FORMULATION AND PLANNING SHOULD BE DONE
2. MORE BUDGETARY ALLOCATIONS TO RESEARCH AND DEVELOPMENT
3. CONFLICT RESOLUTION MECHANISM SHOULD BE SET IN PLACE
THUS ISA HAS VITAL ROLE TO PLAY IN ENERGY TRANSITION AND MAKING ENERGY ACCESSIBLE THROUGH ITS MISSION OF ‘LIGHT IN EVERY HOME’
[…] 09 October […]
The ISA was conceived as a joint effort by India and France to mobilize efforts against climate change through deployment of solar energy solutions.
It plays a vital role in enabling the global community to harness the full potential of solar energy by:
1. Promoting solar energy deployment
2. Facilitate technology transfer
3. Enhance energy access
4. Foster cooperation among member countries
Some efforts can help in promoting solar energy like
1. Developing solar energy policies and regulations
2. Conducting research and development
3. Providing training and capacity building
4. Facilitating finance and investment
5. Promoting solar energy technologies
*Initiatives taken by govt of India
1. Solar Energy Storage Program
2. Solar Rooftop Program
3. Solar Water Pumping Program
4. Solar Mini-Grid Program
5. ISA’s Global Solar Tender
*Benefits of promoting solar energy
1. Accelerated solar energy adoption
2. Reduced costs through economies of scale
3. Enhanced energy security
4. Improved energy access
5. Mitigated climate change
*Challenges:*
1. Financing and investment
2. Technology transfer and capacity building
3. Policy and regulatory frameworks
4. Grid integration and infrastructure
5. Public awareness and acceptance
Way forward
1. Expand membership and partnerships
2. Develop new initiatives and programs
3. Strengthen research and development
4. Enhance international cooperation
5. Support achievement of SDGs and Paris Agreement goals
The ISA has the potential to transform the global energy landscape by making solar energy affordable, accessible, and sustainable, thereby mitigating climate change and ensuring energy security.
