Established in 1926, on the recommendations of Lee Commission in 1924, the UPSC serves as a backbone to Indian bereaucracy.
The primary function of the UPSC is to appoint, after appropriate examination, capable individuals into the administrative service, along with establishing principles to be followed in making promotions and transfers for civil service posts. It also advises the President of India about “all matters relating to methods of recruitment to civil services and for civil posts”. UPSC also looks at all disciplinary matters affecting a person serving under the Union or State Government in a civil capacity.
Article 315 says that there will UPSC, and article 318 of the Indian constitution states the there will be fixed number of members, whose number and terms shall be determined by the president. Presently, there is a Chairman and ten more members.
The chaiman is not authorised to hold any office of profit, post-retirement, under State or Uninion Government. Before the end of their tenure(six years of service or 65 years of age), the executive cannot remove the Chaiman or other members. Thus, its members are immune to external pressures, while simultaneously, the UPSC has to submit a report of its work to the President, whic then is tabled in both the houses of the Parliament, ensuring the Commission is accountable.
