Instead, India has pursued a policy of no-first-use (NFU) of nuclear weapons, ensuring they are used only in retaliation to a nuclear attack. India also emphasizes the importance of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and has adhered to a voluntary moratorium on nuclear testing.
