3. Utilize local resources, promoting self sufficiency, optimizing rural raw materials and skill development effectively.

The Indian government initiatives like Make in India, Startup India and Mudra Yojana boost small scale industries. However, challenges persist i.e. inadequate funding, regulatory hurdles, infrastructure deficits and competition from large scale industries.
