Neo-liberal Paradigm and Multi-level Planning
Introduction:
In the context of the neo-liberal paradigm of development planning, the concept of multi-level planning is expected to make operations cost-effective and remove many implementation blockages.
Cost-Effectiveness:
Under the neo-liberal approach, which emphasizes market-driven policies and private sector participation, multi-level planning can help in optimizing resource allocation and ensuring cost-effectiveness in project implementation.
Decentralization Benefits:
Multi-level planning involves decentralization of decision-making processes, allowing for local participation and tailored solutions to regional challenges. This can lead to more efficient use of resources and better alignment with local needs.
Implementation Efficiency:
By delegating decision-making powers to lower levels of governance, multi-level planning can expedite the implementation process by reducing bureaucratic hurdles and ensuring quicker responses to local issues.
Recent Examples:
Recent initiatives such as India’s Smart Cities Mission and AMRUT (Atal Mission for Rejuvenation and Urban Transformation) emphasize multi-level planning to enhance urban infrastructure development, showcasing how this approach can streamline operations and improve efficiency.
Challenges and Considerations:
While multi-level planning offers advantages, challenges such as coordination issues between different levels of governance and the need for capacity building at local levels must be addressed to fully realize its benefits.
Conclusion:
See lessIn conclusion, within the neo-liberal development framework, multi-level planning plays a crucial role in making operations more cost-effective and overcoming implementation obstacles. Embracing this approach can lead to more efficient resource utilization and better alignment with local requirements, ultimately fostering sustainable development.

A woman’s social life is subject to the judgements of the people around her. There is not only societal pressure to marry at a particular age, but also familial pressure to have babies by a certain age. There are maternal psychological and biological factors that approve for early pregnancy, however, the societal pressure from relatives, family members and society on a woman definitely affect her. It is said that higher the age, higher the risk for pregnancy, but very few families are open to discussing the real reasons and actually fall in the trap of futile expectations of the society. Women are pressurized in a number of ways. In-laws manipulate them to fulfill their wishes as early as possible, they have to manage their career and maternal journey at the same time, they may have bodily complications or hormonal issues that delay their pregnancies, however they have to listen to the nuisance thrown at them. These are a few instances of how a woman is subjected to stress and pressure. No matter what, pregnancy is considered to be an accomplishment in this society and whatever a woman does, she has to face one or other judgement that may or may not be scientific but definitely questioning the rationale of the society we live in.

The working conditions of women in Mollywood paint a disturbing reality, as revealed by a recent 290-page Hema committee report. Key issues include rampant sexual harassment, lack of basic facilities, and poor pay. It is revealed that the industry is dominated by powerful men who make open demands for sexual favors, forcing women to comply or risk losing opportunities. On sets, there’s absence of toilets and changing rooms for junior artists, with inadequate sanitary facilities during menstruation. Working conditions are not okay, with insufficient food and water, low pay, and lack of accommodation and transport. These conditions lead to physical discomfort, illness, and in some cases, hospitalization. Many women fear job loss if they complain. The report, based on interviews with industry professionals and supported by video and message evidence, exposes deep-rooted issues in Mollywood. The Women in Cinema Collective (WCC) has validated these findings, while some directors acknowledge the need for change. Recommendations include making the industry safer for women and implementing measures to protect aspiring artists. This report highlights the urgent need for reform to ensure a safe and equitable work environment for women in the Malayalam film industry, addressing the systemic problems that have long affected Mollywood.
