I think merit-based selection in any type of exam is important because you need the student/person to be qualified enough to have that level of knowledge and appear for the exam but I also think that students/people should be examined on skill-based level as well, as one could just mug up the content without understanding it thoroughly and vomit it out all on the paper and pass with a high merit but skill is something one cannot mug up it is something they have to learn and practice and become master in it. But looking at India, it is currently totally based on merit so I believe it is partially fair and that skill’s of the person should be tested especially someone in agriculture, business, engineering, finance and every other industry
