(a) The Ethical Issues Involved in the Case
It merits discussion of certain ethical issues, including the tension between showing compassion and maintaining institutional integrity. First of all, the Principal’s giving of exam questions and answers to Asha is a clear violation of the rules of the examination of the school. It is an act that sabotages the fairness and integrity of the assessment process as it places Asha at an unfair advantage over her peers. Secondarily, the Principal’s decision to place Asha’s personal circumstances above the school’s policies raises questions about the consistency, transparency and impartiality of the school’s administration. Although empathy and compassion should be provided to students who are going through tough times, such leniency runs the risk of being abused in the future. Thirdly, a huge concern is the potential demotivation of students working extremely hard to keep their grades up. When students see that rules can be circumvented, it can erode their faith in the school’s system, and their own work. Finally, there is pressure from Asha to improve her attendance, although a hopeful target; it could be understood as coercive and potentially further stress and burden on her wellbeing.
(b) Ethical Analysis of the Principal’s Conduct
From an ethical perspective, the Principal behaves with serious moral and professional deficiencies. This act of providing Asha with advance knowledge of the examination questions and answers undermines the fundamental principles of ethics. By letting Asha sit the exam at all, this clearly allows her to gain undue advantage over her peers, as well as a serious compromise to the integrity of the school’s examination system. Furthermore, the Principal’s decision to enter into a conditional arrangement with Asha—she would pass if he would give her the relaxed attendance—opens up a moral discussion on whether it is acceptable to use students’ academic performance as currency. But it is the method chosen that is very questionable rather than the intention of helping Asha, which is understandable. The Principal itself should have tried to help Asha in other genuine ways, like tutoring or counseling, or even allowing her to arrive late to class, but should not have played around with her exam system. This is also against the law if seen with academic fraud. Ethically, the Principal’s actions are disgusting and mind-numbing, as it puts the immediate need to quiet, and shut down a perceived threat versus thinking this through to its potentially very damaging outcomes to the educational environment of the school, and the well-being of other students.
(c) Pros and Cons of the Options Open to Priya
Priya has a tough ethics dilemma ahead of her, and there are a bunch of ways she could go. All of these have their pros and cons.
Report the Principal’s Actions:
Merits: Reporting the principal would help maintain the integrity of the school’s examination system and ensure that all students are treated fairly. Such messaging sends a clear signal that these attitudes are not okay and there may well be better systems of support for students in need that follow in the wake of such discussions.
Demerits: This may create an adversarial atmosphere and undermine the working relationship between Priya and the Principal. And, it may further lead to disciplinary measures, even suspension of the Principal, which would create a hostile environment in the school. Also, Asha could feel let down by this and undo all the progress she made with attendance and in her studies.
Confront the Principal:
Pros: Educating the Principal in a civil way might challenge the school’s policies and engender change. This would give Priya space to air her concerns and to explore a more ethical way to help students such as Asha.
CONS: This method may also be combative, and may not spur immediate action. As a result, the Principal may become defensive, and (thus) it may be hard to find a solution that both parties agree on.
Support Asha Privately:
This content is not restricted to a specific date, as it will be created in October 2023 and refer back to given input data. This would also help avert a combative one.
Demerits: This does not solve the underlying issue of exam malpractices and also sets a precedent to validate the actions of the Principal. Some other students may realize what happened, and the experience can leave them feeling demotivated or treated unjustly.
Ignore the Situation:
Benefits: They may get to keep the status quo (and avoid a fight for now). In the short term, this could be seen the least bad option.
Demerits: Neglecting the problem would undermine the school’s ethical level and could result in others being treated unequally. It would also challenge Priya’s duties as a Vice-Principal and her responsibility to uphold the integrity of the institution.
Plausible Alternative: Face the Principal
However, Priya should bring to the light his misconduct with the Principal in a healthy and professional way. This also addresses the ethics and gives her the opportunity to find a win-win solution. Through this dialogue, Priya can voice her worries on whether the examination system is fair and even, and suggest Asha, and other students that will come along, different ways to support them — the right way. As an example, the school can allow more flexibility with the attendance policy for students with special situations or offer extra tutoring and counseling services. This method balances a number of variables, proxies and various elements as we build a case for fairness while understanding supporting our most vulnerable students, making sure the school’s policies are both compassionate and fair.”

As District Magistrate of an agrarian district, I stand at the heart of a crisis that endangers the livelihoods of thousands of farmers. Unseasonal rain has damaged many crops, sending the farming community into dire financial straits. There is also widespread corruption in the procurement process for food grains, including delay, manipulation of weighing scales, arbitrary rejection and demands for bribe. Farmers Yogesh and Ashish told that these corrupt practices are proving extremely harmful to them and other farmers as well since they cannot even get their input costs back and many farmers are being forced to sell their crop at prices much lower than the Minimum Support Price (MSP). Local politicians and businessmen are allegedly involved in such malpractices, and rumors of protests have left the town buzzing. In this article, I detail the plan to immediately respond to the crisis and the systemic corruption that led us to this point.
(a) Stakeholders and Their Interests
Farmers: Farmers are the primary focused stakeholders; they are on the verge of going bankrupt because of crop damage and unfair procurement practices. They just want a fair price for their produce and relief from the unseasonal rains.
Corruption and Local Politics: If you scratch the surface of this corruption, you discover some local politicians are in on it getting tips and other financial inducement for facilitating the procurement of the tenders. Their concern, though, is in keeping things steady and light—doing nothing that would put their name in the paper or jeopardize their engagement.
Farmers and Traders: Such stakeholders may include those who are involved in procurement or distribution of agriculture produce. Some of these are likely legitimate and have fair practices, and others are suspected of gaming the system for profit. They are focused on maximizing returns, even when that means farmers do not get a fair price, he said.
Government (Central / State): It is in the interest of the government to ensure the stability and prosperity of the agricultural sector. It is their responsibility to set and enforce policies (including the MSP), and to combat corruption and offer redress to those affected by these policies.
Other stakeholders in the rights of farmers could include NGOs and civil society organizations that provide various support like resources, advocacy and community mobilization. They are advocating for transparency and fairness in the procurement system and supporting the farmers during their crisis.
Accountability of the Media and the Public: The media can act as a powerful tool to unearth instances of corruption, bringing public attention to them. The public, especially the urban consumer, has an interest in food supply at sensible prices and in the welfare of the farming community in general.
(b) Immediate Steps to Provide Relief
Farmers Relief Fund: I will write to the state and central government to release emergency funds for the affected farmers. This will consist of direct cash transfers to assist them in meeting basic needs and input costs for the upcoming planting season.
I will compensate farmers for crop losses through a transparent and efficient process. It will require a swift evaluation of the destruction, and the dispersal of money, free of bureaucratic holdups.
Make Procurement Camps: To overcome the corrupt procurement system, I will set up temporary procurement camps where the farmers can sell their crops directly to the government at the MSP. These camps will be run only by independent and incorruptible officials.
You have taken an oath to Bashan, a corrupting official. This would mean working in close coordination with police and other investigative agencies to collect the evidence and bring the offenders to justice.
Feed Back With Public Awareness: I will start public awareness so that farmers are aware of their rights and the correct procedures for selling crops. This would reduce the number of corrupt intermediaries who would manipulate and exploit such transactions.
Temporary Price Subsidies: I will trust the farmers not to sell their crops below the MSP and stand behind temporary price subsidies that eliminate the danger of doing that. Crucially so that informal traders are not able to exploit the situation.
(c) Ethical Dilemmas and How to Navigate Them
Striking a Balance Between Short-term Assistance and Long-term Reforms Short-term measures to provide relief are welcome, but they should not compromise long-term reforms of the procurement system. I will guarantee that the emergency aid is precise and not permanent, while I change things structurally.
Confronting Political Interference: Local politicians might try to get in my way — particularly if they’re in on the corruption. In all actions, I shall remain transparent and shall always approach upper-level authorities including the state government and the media while breaking any political pressure.
When it comes to Fair Compensation: Assessing the extent of crop damage and providing appropriate and fair compensation can be difficult to determine. I will appoint an impartial committee to evaluate damages and will make certain that all farmers are treated fairly.
Potential Retaliation: Strong action against corrupt officials and politicians could lead to retaliation. I will ensure measures are put in place to protect my team and myself, bringing external agencies onboard that can offer a level of security and independence in the situation.
Protecting Integrity: Protecting integrity is essential. Regular meetings, press conferences and social media will be used to ensure the farming community is kept in the loop and advised of their role in any process going forward.
Resource Allocation: With limited resources available, tough decisions may need to be made regarding who more urgently needs assistance and in which way. I will prioritize the farmers that are most affected, but I will also make sure that the distribution process is transparent and fair.
Conclusion
This coupled with unseasonal rainfall and the systemic corruption in the food grain procurement system has created one of the most complicated crises in our district. As District Magistrate, I am first and foremost responsible for the farmers who are the lifeblood of our community. In this reflection, I have articulated my approach to addressing this crisis through stakeholder analysis, immediate efforts for relief, and ethical decision-making and navigation that I aim to follow as I continue to work toward a more transparent and fair agricultural landscape in light of this crisis. It is vital for the wellness of our farmers, and the stability of our district, and I will continue to work to see this to a successful resolution.”

As a high-ranking member of the Urban Development Department, I’m facing a critical decision that can shape the fate of a city best known for its ancient ruins and colorful cultural history. The city is currently in the process of application for the prestigious UNESCO World Heritage City status, an accolade which can increase tourism and economic incitement. But a big proposal aimed at expanding access to important historical sites, updating infrastructure and building commercial space has sparked significant opposition from local residents and business owners. The initiative involves demolishing several historic buildings that are integral to the cultural and architectural fabric of the city. Dealing with such a scenario raises an extremely complex series of ethical questions that need to be carefully considered before any decision is reached.
Ethical Considerations in This Respect
Heritage and Identity
Social & Cultural Preservation: The proposed demolition of historic structures jeopardizes the city’s unique cultural and architectural heritage. These buildings serve as more than structures; they inhabit the soul of the city and the collective past of its people. Without them, we would lose a thread of historical continuity and a measure of cultural depth.
Integrity of UNESCO Nomination: The demolition of these significant buildings could threaten the city’s chances of securing UNESCO World Heritage status. UNESCO regards the authenticity and preservation of historical landscapes as a significant concern, and the destruction of critical buildings may be understood as a threat to the maintenance of the city’s heritage.
Helping community and social justice
Displacement and Fair Compensation: The proposals to tear down historic structures are likely to displace local residents and business owners. It is important to be properly compensated, and to have other housing and work space available. Under-compensated damages can amplify social inequities and create a huge strain for the affected individuals.
Community Involvement and Consent: The lack of meaningful involvement with the local community during the decision-making process is ethically problematic. Residents and business owners should be allowed to weigh in on decisions that will directly impact their lives and livelihoods.
Sustainable Tourism and Economic Growth
Historical Sites and Commercial Spaces: This project aims to improve access to historic properties and introduce new commercial facilities; the tourists will then be attracted, resulting in better economic prosperity. Still, it is important to balance this against the long-term economic benefits of protecting the cultural assets that the city has that are its unique selling proposition.”
A Sustainable Development: The focus on new infrastructures and business development raises serious questions about their sustainability. sustainable growth should be economic, social and environmental, to keep the city pulsing as a living place while respecting its historical background
Government Accountability and Community Trust
Transparency and Transparency: The government’s governmental oversight of this project demands a strong commitment to transparency and accountability. Decisions need to be taken by defining reasons and having open dialogues in order to build trust in the community.
Reconciling Contrasting Stakeholders: The government must serve the needs of local residents, business owners, arts and culture groups and tourists, while also considering the broader national and international implications of the project.
Steps in the Decision-Making Process and Options
Considering the related ethical dilemmas, a range of options must be considered:
Keeping Up with the Project as Planned
Pros: This approach could lead to rapid improvements in infrastructure and stimulate economic growth, making the city more appealing for tourists and investors.
Cons: The demolitions of historic buildings could result in the incalculable loss of cultural heritage, create social conflict and even risk the city’s UNESCO heritage status. Such action could also weaken public confidence in the government and cause long-term social and economic problems.
Development Reimagined with Conservation
Pros: A revised plan that prioritizes the preservation of historic places but upgrades access as well as infrastructure may preserve the cultural soul of the city. This approach can also encourage a more sustainable, inclusive growth model, which is likely to garner broader community support.
Cons: This approach could require more time and resources for implementation, delaying the economic benefits of the project. It also might well run into technical challenges in joining up new build with older historic locations.
Alternative Development Initiatives
Pros: Examining other projects that have worked to avoid the demolition of historic structures may assuage community fears and help preserve the city’s cultural heritage. It may range from building new areas to finding new purposes for existing buildings.
Cons: These other projects may lack the same potential economic benefits as the stadium. They may also be less compatible with the city’s near-term developmental goals.
Public Consultation and Community-Driven Responses
Pros: Discussing ideas with local residents in-depth will allow a development plan to emerge that reflects their values and needs, creating a sense of ownership and potentially reducing backlash. This approach has the potential for new solutions that harmonize business objectives with conservation and sustainability.
Cons: Formal community engagement process Potential benefits: Some community engagement is done, which can lead to a more unified, cohesive and successful development Disadvantages: This process could take a long time and maybe result in less cohesive/unified development It may also not have the willingness to search for common ground between different community factions.
A Complementary Strategy A Final Option
Having carefully considered the ethical implications and the range of options available to me, I am now considering an adaptive development plan that preserves the site. This strategy offers a unifying solution that can respect the city’s cultural legacy while furthering its economic and infrastructural goals. Here’s how I plan to put that choice into practice:
Protecting Key Historical Buildings: I will protect our most historically and culturally important buildings. That will require a close analysis by heritage experts to determine which buildings are critical to the city’s character and historic fabric.
Innovative Reuse: I will explore innovative reuse for non-core heritage category historic buildings. The Adaptive Reuse approach converts older buildings into modern, functional spaces that preserve their historical merit while serving the community’s modern needs.
Seeking Local Input: I will initiate an extensive consultation process with local residents, business owners, and cultural organizations. It will include hosting town halls, sending surveys and holding public discussions for feedback and concerns. Feedback from the community will go into the revised development plan so it reflects their values and aspirations.
Enough Assistance: If a project displaces someone, I will ensure that that person is fairly compensated and assisted for the move and re-establishment. This could involve financial assistance, access to emergency lodging and help with sustaining business operations.
The updated plan will stay committed to eco-friendly development practices, like sustainable-infrastructure and energy-efficient buildings, so the project is environmentally conscious, imposing a positive impact on the city’s long-term sustainability.
Enhancing the Infrastructure and Accessibility — Throughout ensuring preservation of key historic sites, my focus would again will be implementation of infrastructure and ease of access to these sites. That would include adding new pedestrian pathways, improving public transportation options and providing amenities that serve residents and visitors.
Final Thoughts
This decision to revise development strategy and place a renewed focus on conservation, is rooted in a commitment to responsible urban development. We have a responsibility to respect the city’s rich cultural heritage while encouraging economic development and community benefit. In doing so, we must engage local residents and adopt a sustainable, inclusive methodology that ensures we create a project that everyone is proud of and the surrounding communities are able to prosper too. Such a comprehensive approach evidently embodies the values promoted by Unesco and ensures that the city’s unique character is preserved for future generations.

(a) Analyze the ethical concerns raised by this case.
Answer
Ethical Concerns Raised by the Case
Presumption of Innocence
One of the primary ethical concerns in this case is the presumption of innocence. According to this principle, a person is considered innocent until proven guilty. Rushing to terminate an employee based solely on a video without concrete evidence violates this ethical standard. It is critical to refrain from jumping to conclusions, as premature judgment can lead to unfair treatment of the employee and could result in unjust consequences.
Rule of Fair Hearing and Due Process
The rule of fair hearing is another essential ethical consideration. This principle mandates that the individual accused should have the opportunity to present their side of the story. By not providing the employee with a fair chance to explain or defend themselves, the company would be denying them a fundamental aspect of natural justice. Terminating the employee without due process could raise concerns about the company’s adherence to legal and ethical standards.
Social Responsibility
Social responsibility plays a significant role in the company’s decision-making process. As a corporate entity, the company must maintain ethical standards and demonstrate a commitment to social responsibility. Hastily dismissing the employee without a thorough investigation could tarnish the company’s reputation and damage relationships with stakeholders, including employees, investors, and the public. It is crucial for the company to act thoughtfully and consider the broader impact of their actions.
Media Ethics
The role of the media in this case is also an ethical concern. Media ethics dictate that reporting should be accurate, fair, and impartial. Speculative reporting or spreading unverified information about the employee can be seen as irresponsible journalism. A media trial without facts can lead to severe consequences, including harm to the employee’s reputation and unnecessary public scrutiny.
Employee Welfare
Lastly, the ethical treatment of the employee’s welfare is a critical consideration. The employee is under significant mental and emotional distress due to media attention. Any decision that exacerbates this situation, particularly without clear evidence, could unduly harm the employee’s psychological and financial stability. Ensuring the well-being of employees should be a priority for the company, balancing the need for justice with compassion.

Ethical Dilemmas Bhushan Faces
Bhushan encounters several ethical dilemmas throughout the situation, each presenting a conflict between personal relationships, professional integrity, and responsibilities. The main dilemmas are as follows:
Loyalty to the Company vs. Friendship with Manoj
Bhushan faces the challenge of balancing his loyalty to his company with his friendship with Manoj. As a part of the internal audit team, Bhushan is expected to act in the best interests of the organization by identifying and addressing any misconduct, including possible financial misappropriations by Manoj. However, his friendship with Manoj creates a conflict, as Bhushan may feel inclined to protect his friend from the consequences of his actions. The dilemma arises from the tension between doing what is professionally correct for the company and being there for a close friend in a difficult situation.
Professional Integrity vs. Personal Interest
Another ethical dilemma Bhushan encounters is the conflict between professional integrity and personal interests. His role requires him to maintain ethical standards, ensure transparency, and act impartially during audits. However, Bhushan is concerned that exposing Manoj’s wrongdoings may endanger his own job security, as such revelations could upset colleagues or superiors who are loyal to Manoj. This presents a dilemma where Bhushan’s professional ethics clash with his desire to protect his personal interests, such as maintaining job stability and safeguarding his career prospects.
Empathy vs. Responsibility
Finally, Bhushan faces the challenge of empathy versus responsibility. He understands and empathizes with Manoj’s personal struggles, which may have led to his dishonest actions. At the same time, Bhushan has a professional duty to ensure accountability and rectify any wrongdoings in the company. This creates an emotional conflict for Bhushan, as he must choose between supporting his friend and fulfilling his responsibility to report misconduct. While empathy for Manoj may make Bhushan hesitant to act, his duty to the company pushes him to make an objective decision for the greater good.
These dilemmas reflect the complex nature of ethical decision-making, where personal and professional considerations often collide.
(b) What options are available to Bhushan? Assess the pros and cons of each.
Answer
Options Available to Bhushan
Bhushan faces a challenging situation where he must choose between loyalty to his friend, professional integrity, and responsibility to the company. The following are the options available to him:

Model Answer
(a) Considering that accessing the answers and performing well on the final exam would not harm any other student enrolled in the course, what is the reason for you to refrain from using the answers?
Ethical Considerations for Refraining from Accessing Unauthorized Answers
Despite the apparent lack of harm to other students, there are several compelling reasons to refrain from using unauthorized answers in the exam, rooted in fundamental ethical principles.
Integrity and Moral Values
At the core of ethical behavior is integrity. Using unauthorized answers violates the principles of honesty and fairness, undermining the foundation of academic and personal integrity. According to ethical theories, doing the right thing even when no one is watching is crucial (Source: Ethics in education, 2020).
Long-Term Consequences
Although cheating might provide short-term success, the long-term consequences can be severe. Engaging in dishonesty can lead to academic penalties, including expulsion, as well as lasting damage to one’s reputation (Source: Academic Integrity Office, 2023). For instance, Lance Armstrong’s admission of doping and the subsequent loss of his titles highlights the long-term fallout from unethical behavior, even in the public eye.
Respect for Education and Self-Worth
Adhering to university guidelines ensures respect for the education system, which aims to assess real learning. Furthermore, achieving success through dishonest means erodes self-respect and personal fulfillment. A degree earned dishonestly can lead to lingering psychological consequences, diminishing one’s sense of achievement.
In conclusion, upholding integrity, acknowledging potential long-term repercussions, and maintaining respect for both the education system and personal values are crucial reasons to refrain from accessing the unauthorized answers.
(b) Knowing that your friend has seen the answers, would you report them to the lecturer or university authorities? Explain your reasoning.
Understanding the Situation
In this situation, the dilemma involves deciding whether to report a friend who has seen unauthorized examination answers. While friendship and empathy towards the individual are important, the decision must also consider ethical obligations, fairness, and the long-term consequences for both parties.
Friendship and Empathy
The first approach is to prioritize the friendship and discuss the situation with the friend. A direct, empathetic conversation may help them understand the severity of their actions. By addressing the issue with understanding, I could encourage my friend to take responsibility before it leads to any academic misconduct charges. This approach shows concern for their well-being and future, emphasizing that using the unauthorized answers could cause long-term harm to their reputation and career.
Moral Responsibility
As a member of the academic community, there is a duty to uphold the integrity of the examination process. Encouraging my friend to come clean about the incident would be the morally right choice. This reflects a commitment to ethical conduct and ensures fairness in the academic system. Resorting to reporting immediately might seem harsh, but guiding the friend to self-correct is the most compassionate approach, allowing them a chance to avoid the negative consequences.
Preventing Unfair Advantage
Another crucial factor is fairness. By persuading my friend to refrain from using the answers, I help maintain the equity of the evaluation process. Academic assessments should be based on the students’ abilities and not on unfair advantages gained through dishonest means. If the friend refuses to come forward, reporting them to university authorities becomes a necessary step to preserve the integrity of the system.
Conclusion: Ethical Responsibility and Long-term Impact
If my friend remains unwilling to disclose their actions, reporting to the authorities aligns with my ethical responsibility. This helps prevent further misconduct and reduces potential harm to both our academic careers. It also serves as a deterrent for others, reinforcing the importance of academic honesty and integrity.
In conclusion, the decision hinges on balancing empathy with ethical responsibility. Initially, I would try to resolve the situation through conversation, but ultimately, reporting the issue may be necessary to protect the integrity of the academic community.

Model Answer
(a) What ethical dilemmas do you face in this situation?
Ethical Dilemmas in the Case of the Senior Officer
The case presents several ethical dilemmas faced by a senior officer of the Public Works Department (PWD) when balancing professional responsibility with external pressures. The following issues arise:
1. Professional Negligence
The senior officer is confronted with the legacy of prior clearance granted for the project. While the clearance happened before the officer’s tenure, the lack of thorough due diligence at that stage represents professional negligence. As a public servant, it is the officer’s duty to ensure that all aspects of the project meet safety and quality standards, raising concerns about accountability for past decisions (Source: Officer’s ethical responsibility).
2. Breach of Duty of Care
As the new officer in charge, the responsibility to ensure the safety and integrity of the construction now lies with the officer. There is a clear risk of structural failure, endangering the lives of patients, staff, and visitors, which is a breach of the duty of care owed to the public (Source: Officer’s professional responsibility).
3. Undue Influence and Impartiality
The officer faces pressure from higher-ups to expedite the project. This could lead to compromising impartiality, where decisions are influenced more by political or administrative convenience than by safety or quality (Source: Pressure from seniors).
4. Impact on Public Safety vs. Public Need
There is a conflict between the urgency of providing healthcare facilities and ensuring the building’s structural safety. This presents a moral dilemma: balancing immediate public need against long-term safety risks (Source: Ethical balance in public administration).
(b) Assess the available options.
Answer
Evaluation of Available Options
Option 1: Expedite Construction with Risk Mitigation
Pros:
Expediting the building’s construction can meet immediate political and public demands, offering short-term gains. Implementing basic safety measures can help reduce risks to human life while addressing urgent healthcare needs.
Cons:
While safety measures may provide some immediate relief, they might not fully mitigate long-term risks. This approach could undermine public trust in the Public Works Department (PWD) if adverse consequences occur. Additionally, it may compromise professional integrity and expose officers to legal liabilities.
Option 2: Prioritize Rectification of Structural Issues
Pros:
Addressing the structural concerns before proceeding with construction demonstrates a commitment to public safety and professional standards. It fosters transparency and accountability.
Cons:
This option could delay the project, disappointing the public who rely on timely healthcare services. There may also be resistance from political figures who prioritize quick project completion over safety concerns.
Option 3: Report to National-Level External Agencies
Pros:
This option ensures unbiased intervention, protecting public interest and maintaining ethical standards. Anonymity offers protection from potential departmental backlash.
Cons:
Reporting externally could escalate internal conflicts, leading to tension with superiors and political entities. It may also halt the project immediately, delaying vital infrastructure development.
(c) What approach would you take as the PWD officer, and what is the reasoning behind your choice?
Approach as PWD Officer
As the Public Works Department (PWD) officer, my primary responsibility is to ensure public safety and uphold the integrity of the administration. Given the potential structural issues, I would adopt the following approach:
Structural Assessment and Reporting
First, I would engage qualified structural engineers to conduct a comprehensive structural assessment of the project. The assessment would be done in accordance with the National Building Code of India (NBC), which sets standards for construction safety and quality (Source: National Building Code of India). This would allow us to identify any risks or defects that could jeopardize the integrity of the project.
Persuasion and Proposal
Based on the findings, I would prepare a detailed report outlining the structural flaws and potential risks. I would then present this information to senior officials and members of the ruling party, emphasizing the dangers of proceeding with substandard construction. Highlighting the future risk of collapse could significantly damage both the administration’s reputation and the ruling party’s image. I would also propose a corrective action plan, including a timeline and estimated costs for necessary repairs.
Ethical Responsibility and External Action
If internal efforts fail, I would consider discreetly sharing the findings with external regulatory agencies to ensure the issue is addressed. My priority would be public safety and transparency, demonstrating the courage to act in the public’s best interest despite potential institutional pressures.
This approach reflects both my ethical responsibility and commitment to upholding safety standards in public projects.

Model Answer
(a)What are the ethical issues involved in the given case (200 words)
Bias and Discrimination
The inherent bias in the AI software is a critical ethical issue. The algorithm’s tendency to favor candidates from a particular demographic violates the principle of fairness and non-discrimination. This bias, stemming from historical data, perpetuates existing inequalities and could exclude qualified candidates from diverse backgrounds, thus reinforcing systemic discrimination. The ethical concern here is the software’s potential to perpetuate harmful stereotypes, limiting opportunities for marginalized groups.
Compromised Integrity
Parag faces significant pressure to overlook the algorithm’s flaws for the sake of the company’s immediate success. This situation compromises Parag’s professional integrity, as he is urged to prioritize company profits and personal career advancement over ethical considerations. Ignoring the bias for the “greater good” raises concerns about moral responsibility and the integrity of the decision-making process. The ethical dilemma is whether Parag should adhere to his professional values or align with the company’s push for rapid growth.
Stakeholder Trust
Deploying biased software risks eroding trust with several stakeholders, including clients, candidates, and employees. If the bias becomes known, FutureTech’s reputation could suffer, as stakeholders may feel betrayed by a company that promotes fairness but fails to ensure that its products align with those values. Trust is a cornerstone of any business, and compromising it for short-term success is an ethical misstep that could have long-lasting negative consequences.
Social Responsibility
FutureTech has a social responsibility to ensure that its technologies do not exacerbate existing societal inequalities. By releasing biased software, the company would be failing in its duty to create technologies that contribute positively to society. It is ethically essential that the company’s AI innovations promote inclusivity and fairness, especially when such tools have significant influence over hiring practices and employment opportunities.
In conclusion, the ethical issues in this case revolve around bias, integrity, trust, and social responsibility.

Conclusion
Parag should opt for Option 2—stopping the deployment and fully disclosing the bias to clients. This decision aligns with ethical leadership and prioritizes long-term trust and integrity over short-term gains. While there may be immediate financial setbacks, addressing the issue transparently will uphold FutureTech’s reputation and secure lasting client relationships. This choice also reflects a commitment to addressing bias and ensuring that the product is ethical and inclusive.
(c)What should be his course of action? (200 words)
1. Informing Higher Management

This decision also ensures that the issue is addressed at the highest levels, signaling a commitment to responsible decision-making and leadership.
2. Requesting Additional Resources
Parag should request additional resources, including AI ethics experts, to address the bias effectively. Given the urgency and severity of the problem, the company should provide the necessary support to resolve the issue in a timely manner. Parag should stress the importance of acting swiftly to correct the bias while maintaining ethical standards, as the longer the issue remains unresolved, the greater the risk to the company’s reputation and client relationships.
3. Implementing Ethical AI Practices
Parag should advocate for the integration of ethical AI practices into the project framework. This includes working with AI ethics experts to ensure that the algorithm aligns with ethical guidelines and does not perpetuate bias. (a) What are the ethical issues involved in the above case? (200 words)
1. Misappropriation of Public Funds
The diversion of public funds from low-priority areas to high-priority areas, as described in the case, is a clear ethical issue. The funds intended for specific public purposes are being misused, violating the trust placed in public servants by taxpayers. This kind of financial mismanagement undermines the principles of good governance, as public funds should be allocated responsibly and transparently. Misappropriating funds for purposes other than those intended is a breach of ethical standards in public service and constitutes a serious abuse of power.
2. Lack of Accountability
Arif’s concerns regarding the channeling of funds were raised in good faith, with the intent to uphold integrity in budgeting processes. However, his superior and the Head of the Department dismissed the issue, revealing a lack of accountability within the public service department. The failure to address these concerns reflects an institutional unwillingness to confront potential wrongdoing. This lack of accountability compromises the ethical responsibility of public servants to act in the best interest of the public and ensure the correct usage of public resources.
3. Condoning Unethical Practices
The decision of Arif’s senior and the Head of the Department to condone the practice of fund diversion, rather than taking corrective action, represents a serious ethical breach. By accepting and perpetuating this unethical behavior, they abuse their authority and neglect their professional duty to maintain the integrity of the public service. This undermines the ethical responsibility to act as custodians of public resources and upholds the standards of honesty and transparency.
4. Politicization of Public Service
The directive to suppress Arif’s concerns based on political sensitivity reveals how ethics in public service can be compromised by political considerations. This prioritization of political interests over ethical behavior not only compromises the integrity of public service but also risks harming public welfare. The attempt to shield the government from scrutiny undermines the values of transparency and accountability, which are fundamental to good governance.
(b)Evaluate the options available to Arif. What option should he choose and why? (200 words)
Option 1: Report to the Independent Competent Authority (Whistleblower Protection Act)
Pros:
Reporting the misappropriation of public funds to an independent competent authority aligns with Arif’s professional duties as a public servant and a chartered accountant. By doing so, he would be fulfilling his ethical obligation to ensure that public funds are properly managed and used for their intended purposes. This step has the highest potential to address the issue and bring about a thorough investigation into the allegations of financial misconduct. Moreover, reporting could help prevent further mismanagement of funds in the future.
Cons:
The main disadvantage of this option is the potential for retaliation. Arif might face backlash, including damage to his career or personal well-being, as the issue involves senior officials and could be seen as politically sensitive. Despite the legal protection provided to whistleblowers, the risk of retaliation remains a serious concern.
Option 2: Resigning in Protest
Pros:
Resigning would allow Arif to distance himself from the unethical practices and express his discontent with the corrupt work environment. It would serve as a personal statement against the misappropriation of funds and the condoning of unethical behavior.
Cons:
While resignation would symbolize Arif’s moral stance, it would not resolve the underlying issue. The misappropriation of funds would continue, and his professional responsibility would remain unaddressed. Additionally, resigning may prevent him from taking any further action to rectify the situation and protect public interests.
Option 3: Accept the Advice of Seniors
Pros:
This option would help Arif avoid conflict, maintain a smooth relationship with his superiors, and potentially safeguard his career prospects.
Cons:
By choosing this route, Arif would compromise his ethical values and professional integrity. He would be acquiescing to financial misconduct, thus becoming complicit in the wrongdoing. This option would not align with his moral code or the responsibilities of a chartered accountant.
Recommended Option: Option 1 – Report to the Competent Authority
Arif should choose Option 1 and report the misappropriation to the relevant authorities under the Whistleblower Protection Act. Despite the potential risks, this option is the most aligned with his ethical obligations as a public servant and a chartered accountant. It ensures the proper use of public funds, supports accountability, and upholds the values of transparency and integrity. Taking this principled stand also contributes to protecting the long-term interests of the public and setting a precedent for future ethical conduct in the department.
(c)In the light of the above case, suggest measures to address the problem of politicization of bureaucracy. (200 words)
1. Ensuring Independence of Bureaucrats
To safeguard the neutrality of the bureaucracy, measures should be implemented to ensure transparency and fairness in the processes of transfers, promotions, and postings. This will help prevent the politicization of the bureaucracy, as public servants would be less vulnerable to political influence. Standardized procedures for career advancement should be established, with a clear emphasis on merit and professional competence, ensuring that decisions are made based on objective criteria rather than political considerations.
2. Strengthening Oversight Mechanisms
To promote accountability and prevent misuse of power, strong oversight mechanisms must be put in place. Independent bodies such as anti-corruption agencies, audit institutions, and ombudsman offices can monitor financial activities, ensuring that public funds are not misused for political purposes. These agencies should have the authority to investigate allegations of financial misconduct, like the misappropriation of public funds highlighted in Arif’s case, and hold responsible individuals accountable.
3. Promoting Transparency and Accountability
A culture of transparency and accountability should be actively fostered within government institutions. Public servants must be encouraged to adhere to ethical codes of conduct and to speak up when they notice wrongdoing. Strong whistleblower protection laws must be enforced, ensuring that individuals like Arif who report misconduct are protected from retaliation. This would encourage more public servants to act with integrity and resist political pressure.
4. Promoting an Ethical Work Culture
Public servants should undergo regular training to help them understand professional standards and ethical behavior. Providing ethics training programs would not only reinforce the importance of impartiality and integrity but also empower bureaucrats to navigate situations where political pressures arise, as seen in Arif’s case. This would ensure that civil servants remain committed to serving the public good, regardless of political affiliations.
Conclusion
By implementing these measures, governments can reduce the politicization of the bureaucracy, empowering public servants like Arif to carry out their duties with professionalism, accountability, and integrity. This would also help build and maintain public trust in government institutions, ensuring that decisions are made for the benefit of society, not for political gain.
