Here are some institutional and societal changes that need to be made for women to be empowered :

Institutional Changes:

1. Legal reforms: Certain laws that promote gender equality such as equal pay laws, laws protecting women from violence and harassment, and laws that give equality opportunities irrespective of gender should be enforced and enacted.
2. Access to education and healthcare: Women must have equal access to education and healthcare including reproductive health services.
3. Institutional representation: Women should be represented in decision-making positions such as corporate boards, educational institutions etc.

Societal changes :

1. Promoting gender equality values: Encourage culture of gender equality by promoting values such as empathy, respect and bias-free.
2. Raising awareness: Should raise awareness about gender-based violence and  discrimination.
3. Equal consideration: Women should be given equal consideration as men in society.

Additional Changes :

1. Media representation: Women should be given positive representation in media to challenge stereotypes.
2. Leadership development: Should develop leadership skills in women by providing training, mentorship, and opportunities for leadership positions.
3. Breaking down gender-based barriers: Gender-based barriers that prevent women from participating in the workforce, education or decision-making processes should be addressed.
