Electric vehicles (EVs) use rechargeable batteries to store and convert electrical energy into mechanical energy to power the car’s movement. The importance of these batteries being able to store a lot of energy is crucial for the performance and practicality of electric vehicles.

Here’s how electric vehicles use batteries to power the car:

1. Battery Pack:
   • Electric vehicles are equipped with a large battery pack, typically consisting of hundreds or thousands of individual lithium-ion or other advanced battery cells.
   • These battery cells are connected in series and parallel configurations to provide the necessary voltage and current to power the vehicle.
2. Energy Conversion:
   • The stored electrical energy in the battery pack is converted into mechanical energy through the use of an electric motor.
   • The electric motor is responsible for converting the electrical energy into rotational force, which is then transferred to the vehicle’s wheels, propelling the car forward.
3. Battery Management System (BMS):
   • Electric vehicles have a sophisticated Battery Management System (BMS) that monitors and controls the charging, discharging, and overall health of the battery pack.
   • The BMS ensures efficient energy utilization, optimizes battery performance, and prevents overcharging, overheating, or other issues that could compromise the battery’s lifespan.

Importance of Battery Energy Density:

1. Driving Range:
   • The ability of the battery pack to store a large amount of energy is crucial for the driving range of an electric vehicle.
   • The higher the energy density of the batteries, the more energy can be stored in a given volume or weight, allowing the vehicle to travel farther on a single charge.
2. Vehicle Performance:
   • High-energy-density batteries enable electric vehicles to have powerful acceleration, high top speeds, and the ability to climb hills and negotiate various driving conditions effectively.
   • This is because the stored energy can be quickly and efficiently delivered to the electric motor, providing the necessary power for the vehicle’s performance.
3. Reduced Charging Time:
   • Batteries with higher energy density can store more energy in the same physical space, which means they can be charged more quickly, reducing the time required to replenish the vehicle’s driving range.
   • This is important for the convenience and adoption of electric vehicles, as it addresses the concern of long charging times compared to the refueling of conventional gasoline-powered vehicles.
4. Reduced Vehicle Weight:
   • Higher energy density in batteries can lead to a reduced overall weight of the vehicle, as fewer batteries are required to achieve the desired driving range.
   • This improved weight-to-power ratio enhances the vehicle’s efficiency, handling, and overall performance.

Total fertility rate (TFR) refers to the total number of children born or likely to be born to a woman during her reproductive span of 15-49 years. According to the National Family Health Survey (NFHS)-5, TFR has declined from 2.2 in 2015-16 to 2.0 in 2019-21. This dip in fertility is attributed to a combination of factors, including better contraception initiatives, female literacy and government health and family welfare schemes.
This fall in fertility rates is bound to have positive connotations for our country, whose population is set to surpass that of China by 2030. For example, it would lead to stability of the population in the long term. Further, lower fertility impacts women’s education positively, which in turn lowers the fertility of the next generations. Moreover, it will lead to lower pressure on land, water and other resources and would contribute to achieving India’s environmental goals.
However, the decline of TFR in India has been asynchronous. For example, only five states (Bihar, Meghalaya, Uttar Pradesh, Jharkhand and Manipur) in India are above replacement level of fertility of 2.1. Further, it is skewed with respect to the urban-rural divide. For instance, the TFR of a rural woman is 2.2 while that of an urban woman is 1.6. These, asynchronous fertility rates cannot bring down the country’s population holistically and need to be addressed because:

• Declining economic output: A fall in fertility rate below 2.1 levels would have a negative effect on the proportion of the working population thus affecting the economic output of the states with low fertility rates. For instance, Japan and South Korea were pioneers of falling fertility rates in the early 2000s, but are now facing a crunch of the working age population.
• Demographic divide: India’s demographic divide will no longer be confined to north-south divide, but will become more complex, demarcating the eastern, western and northern states from the fast-growing central states. For instance, the fertility rates in central states like Bihar and UP are asynchronous vis-à-vis the rest of major Indian states.
• Social unrest: An influx of immigrants from regions & states with higher population growth to compensate for the falling working population may pose other challenges such as class and social conflicts.
• Higher dependency ratio: Declining population will lead to an increase in the population of old aged people, as is happening in China. Thus, a high dependency ratio will increase pressure on government finances, which will vary for different states and thus public finance will be affected badly as need to substantially invest in care for the elderly.
• Increasing female sterilization: The NFHS survey reveals that the uptake of female sterilisation has gone up to 38% against 36% in 2015-16. The increase in female sterilisation across Indian states shows that the onus of family planning remains with women, with men not participating in the process and shrugging responsibility.

Though the benefits of demographic dividend are being reaped, the below replacement level fertility rate would mean a smaller dividend window than expected for India. The governments at both Centre and state level need to engineer their policies to harness the opportunity. There is a need to formulate state-specific policies to take care of higher medical costs as the population ages and productivity shrinks. Further, liberal labour reforms, encouraging higher female labour force participation rate, and a higher focus on nutrition and health would ensure sustained labour supply and output despite lower fertility.

Smuggling relates to the transportation of legally permitted goods through a secret unauthorized route to escape duties. Illegal trafficking of immigrants is also a form of smuggling. Counterfeiting is the act of producing or distributing fake or imitation goods or currency with the intent to deceive or defraud. Over the past few decades, counterfeiting has become a huge network of “international entrepreneurs,” who are engaged in the mass production of counterfeit goods. Similarly, smuggling has gone beyond some precious articles to almost all products. These two activities have become increasingly interlinked and have taken the form of organized crime, which poses significant challenges to India’s internal security as follows:

• Terror and violence: The 1993 bomb blast in Mumbai was carried out by the groups who were earlier (the 1970s) involved in illegal activities including smuggling, piracy of Bollywood films, etc. Later they made tactical transformation from profit-minded criminal gangs into terrorist organizations with ideological goals.
  • Many such organizations shifted their base to other countries and have been known to receive the clandestine backing of countries opposed to India. The US Government has also identified many former Mumbai-based crime syndicates that provide finance and share smuggling routes with major terrorist organizations in India and worldwide.
• Illegal immigration: In 2021, the government stated in the Parliament that illegal migrants (a form of smuggling) pose a threat to national security. There are reports about some Rohingya migrants indulging in illegal activities.
• The burden on law enforcement agencies: The increased prevalence of smuggling and counterfeiting puts a heavy burden on the resource-deprived police and other law enforcement infrastructure, which exacerbates the internal law and order problem in the country.
• Boosting organized crime: The proceeds of counterfeiting and smuggling are used by criminal and terror groups to finance organized crime in the country.

Steps that have been taken by government to counter smuggling and counterfeiting:

• The Directorate of Revenue Intelligence is constituted as an apex anti-smuggling intelligence and investigating agency.
• Automation of custom clearances at the border and induction of a Risk Management System at all important points of entry.
• Training programs were conducted for Police officials of Nepal and Bangladesh to sensitize them about the smuggling/ counterfeiting of Indian currency.
• Terror Funding and Fake Currency Cell has been constituted in the National Investigation Agency to conduct a focused investigation of terror funding and fake currency cases.
• Amendments in the Unlawful Activities Act 1967 wherein damage to the monetary stability of India by production/ smuggling/ circulation of Fake Indian currency is declared as a terrorist act.

India needs to create a uniform legal structure, dedicated redressal structure and time-bound disposal of cases related to counterfeiting and smuggling. Further, there is a need for capacity enhancement for effective enforcement of a zero-tolerance policy towards these offenses.

The United Nations Office on Drugs and Crime (UNODC) has developed a general definition of organized crime as a continuing criminal enterprise that rationally works to profit from illicit activities that are often in great public demand. Its continuing existence is maintained through corruption of public officials and the use of intimidation, threats, or forces to protect its operations. Examples of organized crime include money laundering, smuggling, drug trafficking, human trafficking, contract killing, kidnapping, etc.

Characteristics of organized crime:

• Hierarchical structure: Groups involved in organized crime consist of a durable core of key members surrounded by a cluster of subordinates, specialists, and other transient disposable assets.
• Close collaboration: Members of the group come together on the basis of some common traits such as ethnicity, criminal background, interests, or family background.
• Continuity: The criminal groups operate beyond the lifetime of individual members and are structured to survive changes in leadership.
• Willing to use violence: Violence or the threat of it is used against the members of organized crime groups to keep them in line and also against outsiders to protect the economic interests of the group.
• Attainment of power and profit: To attain these goals, crime groups secure political power through the corruption of public officials and “protectors” who defend the groups and their interests.

Difficulty in controlling and combating these groups:

• Legal framework: Different organized crimes are dealt with by their corresponding laws such as the Prevention of Money Laundering Act, 2002, the Narcotic Drugs and Psychotropic Substances Act, 1985, etc., and their respective agencies. This creates overlaps and gaps in their effective control.
• The anonymity of leadership: As organized criminal groups are structured in a hierarchical manner, it becomes difficult to identify their leaders. Also, such groups keep changing their leaders to avoid law enforcement agencies.
• Difficult to control the funding: Informal sources of funding like hundi, hawala, etc. used by organized crimes are difficult to regulate. Further, modern technologies used for funding like bitcoins by their design are difficult to track and decrypt.
• Nexus of criminal elements with government officials: Since organized crime groups create a vested interest of public officials in their survival and progress, they are able to get political patronage at different stages of investigation, prosecution, and incarceration.
• Transnational presence: Some organized crimes like drug trafficking, human trafficking, etc. have a transnational presence. They spread beyond national boundaries and present difficulties in the prevention, detection, and investigation of these transnational organized crimes.

A multi-layered approach that involves law enforcement agencies and policymakers is needed. Apart from that, there should be a focus on capacity building of agencies, greater international cooperation, better border management, and inclusive development to effectively control organized crimes.
