Quantitative easing (QE) is an unconventional monetary policy tool used by central banks to stimulate the economy when traditional methods, such as lowering interest rates, are no longer effective.

The key aspects of quantitative easing are:

1. Asset Purchases:
   • Under QE, the central bank purchases large quantities of assets, typically government bonds and other financial securities, from banks and other financial institutions.
   • This increases the money supply in the economy and provides banks with more liquidity, which can then be used to lend more to businesses and consumers.
2. Expanding the Central Bank’s Balance Sheet:
   • As the central bank purchases these assets, its balance sheet expands, reflecting the increased holdings of securities.
   • This is in contrast to traditional monetary policy, where the central bank’s balance sheet remains relatively stable.
3. Lowering Long-Term Interest Rates:
   • By purchasing long-term government bonds, the central bank can put downward pressure on long-term interest rates, which can help stimulate economic activity and investment.
   • Lower long-term rates make it cheaper for businesses and consumers to borrow money, encouraging spending and investment.
4. Providing Liquidity and Confidence:
   • Quantitative easing aims to increase the availability of credit and liquidity in the financial system, helping to restore confidence and stabilize the economy during times of economic uncertainty or recession.

Undertrial prisoners are those people who are facing trial in any court and during such trials are kept in judicial custody in prison. As per National Crime Records Bureau (NCRB) report, undertrials in prisons increased to 69 % in 2019 from 67 % in 2016. The high proportion of undertrials is indicative of the violation of the right to personal liberty under Article 21 with the process of justice delivery itself becoming a punishment.

Factors behind increasing number of Undertrials

• Lack of judicial infrastructure: The disproportionately small number of courts in a country with a large population together with their inefficient functioning lead to delayed trials. The Judgepopulation ratio stood at 21.03 judges per million people in 2020 in India.
• Sub-standard investigation: Poor quality of investigation due to lack of adequate professionally trained staff in the police often leads to long trials.
• Unnecessary arrests: Law Commission in its 268th report remarked that over 60 percent of arrests are unnecessary accounting for 42.3 percent of jail expenditure primarily due to unnecessary arrest and over policing.
• Inconsistency in the bail system: Right to bail is denied even in genuine cases. Even in cases where the prisoner was charged with bailable offence, they are found to languish in prisons due to exorbitantly high bail amount.
• Poverty and Illiteracy: Majority of undertrials belong to the marginalized communities and are poor and illiterate (28.6%) or dropped out of school before Class 10th (41%). So, a lot of them are not aware of their rights.
• Poor legal aid and representation: Nearly 80% of India’s population qualifies, but only 15 million have been provided legal services and advice under the Legal Services Authorities Act, 1987.

Measures taken to ameliorate issues faced by undertrials:

• Fast Track Courts (FTCs) were established with an aim to reduce the burden of cases from high • courts and district courts and also to provide speedy justice.
• e- Courts to streamline judicial processes, reduce pendency, and help the litigants.
• Fast and Secure Transmission of Electronic Records (FASTER) scheme by which the court would instantly, directly, securely and electronically transmit bail and other orders to the jail authorities, district courts and the High Court.
• The Supreme Court of India under Section 436A of the CrPC passed a judgment directing states to release undertrials who have already served more than half the maximum sentence for • the crimes for which they are imprisoned.
• The Modernization of Prisons scheme was launched with the objective of improving the condition of prisons, prisoners and prison personnel.
• National Legal Services Authority (NALSA) had launched a web application to facilitate the • undertrial prisoners for providing them with free legal services.
• e- Prisons project that aims to introduce efficiency in prison management through digitization.
• Model Prison Manual provides detailed information about the legal services available to prison inmates and also free legal services available to them.

To secure the rights of undertrials, recommendations of India’s Law Commissions need to be followed including separation of law and order and investigation wings of the police department; reducing prison overcrowding by liberalization of bail conditions. Furthermore, recommendations of the Malimath committee need to be given special consideration.

Menstruation is a natural process that begins in females usually between the age of 11 and 14 years and is one of the indicators of the onset of puberty among them. Despite being a natural phenomenon, it has been shrouded with secrecy, limitations and myths in many societies. For instance, in India,menstruation invites several restrictions on women such as prohibition from touching water and cooking, attending religious and cultural ceremonies, entering religious/cultural sites and engaging in community activities.

The stigma around menstruation has a severe impact on the social development of girls and women in India due to the following

• Exclusion from public life: Restrictions such as prohibiting menstruating females from entering temples or kitchens or touching holy books can reinforce the idea that women and girls have less claim to public spaces, and their ability to participate in public life is limited.
• Undermining socio-economic advancement: The cultural shame attached to menstruation and shortage of menstrual products prevent menstruating women from going to school and undertaking jobs. This not only undermines gender equality but also restricts their socio-economic advancement.
• Hygiene and health issues: Approximately 88% of menstruating women in India resort to using unsafe sanitary methods like newspapers, old rags, husk, ash, leaves, etc., which increases their susceptibility to infection.
• Barriers to opportunities: A common misconception is that women and girls have diminished physical and emotional capacities due to their menstrual cycles. This can create barriers to opportunities thereby reinforcing gender inequality.
• Heightened vulnerability: The onset of menstruation, called menarche, is looked upon as an indication that girls are ready for marriage or sexual activity. This can undermine their human rights, as it leaves them vulnerable to a host of abuses, including child marriage and sexual violence.

Steps to combat these taboos and myths include

• Raising awareness: Raising awareness among adolescent girls about menstrual health and hygiene through community-based health education campaigns can prepare them better for onset of menstruation. This can be done by:
• Improving the educational status of women, as it plays an important role in improving the health status of the community at large and overcoming cultural taboos, in particular.
• Including menstrual hygiene management curriculum in schools.
• Educating males: Educating the male members of society about menstruation being a natural phenomenon in order to bring about an effective change in society and destigmatising menstruation.
• Availability of associated infrastructure and menstrual products: Provision of sanitary napkins and adequate facilities for sanitation and washing should be made available keeping gender requirements in mind in educational institutions, public offices, etc.
• Sensitization of health workers: This is to ensure dissemination of knowledge in the community and mobilize social support against busting menstruation-related myths.
• Menstrual leave policy: The State should formulate menstrual leave policy for working women and female students to encourage the right to rest without being penalized in any way.

A multi-dimensional approach is required to address prejudices and myths related to menstruation. There is also a need to link physical infrastructure and water and sanitation projects to health education and reproductive health programmes and address the issue in a more holistic way.

India is the third-largest biotechnology market in the Asia-Pacific region and one of the top twelve globally. The nation controls 3% of the worldwide biotechnology market. The Indian economy grew from US$ 70.2 billion in 2020 to US$ 80.12 billion in 2021, growing at 14.13%, and is targeted to reach $150 billion by 2025 and $270-300 billion by 2030. The factors that make India a land of opportunities in the field of biotechnology include:

• High-performing segments: India offers strong capability in contract manufacturing, research, and clinical trials, and is home to the most US FDA-approved plants globally outside of the US. It is one of the biggest suppliers of low-cost drugs and vaccines in the world.
• Domestic consumer demand: Healthcare is one of the fastest growing sectors in India, driven by a huge population, rising middle class, and an increasing prevalence of lifestyle diseases, such as heart disease and diabetes. It calls for investment in biotechnology research and development.
• Increasing overseas demand: In order to contain healthcare costs, multinational companies are leveraging generics and biosimilars, and India has poised itself as a hub to deliver affordable access to innovative and inclusive healthcare solutions.
• Thriving startup ecosystem: The total number of biotechnology startups has increased from 50 in 2010 to 5365 in 2021. These are estimated to reach 10,000 by 2025.
• Skilled human capital: Recognising the potential of human capital in this sector, India established a Biotechnology Industrial Training Programme in 1993, under which the Department of Biotechnology and Bioinformatics was created in a very large number of institutions. Therefore, India has leverage of a large reservoir of scientific human resources in the field.
• Favorable policies: The government’s focus on increasing health expenditure, the Production Linked Incentive Scheme for Pharmaceuticals for Atmanirbhar Bharat, and emphasis on biofuel is attracting R&D in the sector.

India’s preparedness to make itself a leading global biotechnology hub can be understood through the following:

• National Biotechnology Development Strategy 2021-25: It aims to strengthen the research ecosystem across the country to become a USD 150 billion economy by 2025.
• The New Drugs and Clinical Trials Rules, 2019: To create a streamlined legal framework for the biopharmaceutical market to reduce costs, approval timelines and cut bureaucratic red tape.
• Budgetary allocation: In the Union Budget 2022-23, the Department of Biotechnology was allotted Rs. 2,581 crore (US$ 343.56 million) for developing basic infrastructure, genetic engineering, technologies and bioinformatics, agriculture biotechnology, and training skilled professionals.
• Biotechnology infrastructure: Biotechnology parks and incubators have been created across the country. The government has supported 9 Biotech Parks and 60 Bio-incubators and 51 Biotech-Kisan hubs have been created.
• International Cooperation: The Department of Biotechnology has partnered with Cancer Research UK for research in making cancer medicines cheaper. Further, India has established the first Clean Energy International Incubator under Mission Innovation. It has also partnered with countries like Finland and France for development in biotechnology.

Although the government is enthusiastic about supporting the biotechnology industry, it is facing some challenges as well. For instance, the government’s Genetic Engineering Appraisal Committee is facing difficulties getting approval for genetically modified crop field trials. There are also concerns about the environmental impact of India’s pharmaceutical industries. Also, the timelines and regulatory steps for biotechnology drug approvals are not user-friendly. The government needs to resolve these challenges through mass awareness, consensus building, and setting up a regulatory regime in accordance with the developments in the field.
